COUNCIL LETTER

CITY OF GALESBURG

FEBRUARY 16, 2004

AGENDA ITEM:  Add a Left Turn Yield Sign in the median for eastbound traffic on East Fremont Street at the underpass.

BACKGROUND:  A request was received to review and evaluate the traffic at the Fremont Street underpass.  There were complaints concerning the westbound traffic flow going too fast through the underpass making it difficult for the eastbound traffic to turn left (northbound) onto North Farnham Street.  Previously we have installed a 15 MPH  sign and a curve warning sign on the parapet wall going westbound through the underpass to slow the traffic down.  In the last three years there were five (5) accidents at this location, three of them were side angle.

TAC has recommended installing a left turn Yield sign in the median for eastbound traffic in order to make motorists more aware of the oncoming westbound traffic.

To improve visibility of the new sign, for both westbound and eastbound traffic, there will be three (3) tube reflectors mounted on each corner of the island around the Yield sign.  In addition, a 2” red, reflective strip will be mounted on both sides of the new post.

BUDGET IMPACT:  Cost of the sign and reflectors in the median.

RECOMMENDATION:  The City Manager, Director of Public Works and the City Engineer request the approval of this Ordinance.
