Fire Protection System Reporting (FPSR)

What is FPSR?


The Galesburg Fire Prevention Bureau is implementing a new tracking program called Fire Protection System Reporting (FPSR) for all buildings with fire protection equipment.  The purpose of this program is to ensure that existing equipment is inspected and tested periodically as required by City codes.  These inspection requirements are not new, only this tracking program.  FPSR will help to protect your building, business, occupants and your neighbors.
 
FPSR is based on Section 107.2 of the International Fire Code 2006 (Maintenance), stating that equipment requiring periodic testing or operation shall be tested or operated per specifications of this code.  FPSR also references Section 901.6.2 (Records) stating records of all system inspections, tests and maintenance required by all referenced standards shall be maintained on the premises for a minimum of three years and shall be copied to the fire code official upon request.  A free, read-only version of Galesburg’s currently adopted International Fire Code and references to NFPA codes from ICC are available at International Code Council and National Fire Protection Association. All listed equipment requires at least annual inspections except for standpipes which vary by type.  The systems include the following:
  • Fire sprinkler system
  • Fire standpipe system
  • Fire alarm system
  • Sliding/rolling fire doors/curtains
 
When contacted, business/building owners are asked to e-mail or ask their inspecting contractor to email copies of records pertaining to the annual testing and inspection of any fire protection equipment located on their property within 30 days to:  fireinsp2@ci.galesburg.il.us .  The subject line must include the building address and "FPSR."  Reports may also be mailed to:   Galesburg Fire Department FPSR, 150 South Broad Street, Galesburg, IL  61401.

The FPSR program is not the same as Galesburg Fire Department walk-through inspections.  FPSR is a separate inspection program focusing only on fire protection equipment.  The normal on-site firesafety inspections will continue as they have in the past.

Fire Sprinkler System

Fire sprinkler systems are required to have various inspections and testing upon initial acceptance as well as a schedule of monthly, quarterly, semi-annual, and annual tests.  FPSR targets the annual inspection.  Requirements are detailed in NFPA 25.  These can be found in links to documents at the right. 
 
According to the Fire Sprinkler Contractor Licensing Act (225 ILCS 317) individuals doing annual inspections and tests on fire sprinkler systems must be licensed through the Illinois Office of the State Fire Marshal.  A list of licensed sprinkler contractors may be found at their website. Fire Standpipe System

Testing requirements vary depending on the type of standpipe system present.  Requirements are detailed in NFPA 25.  Standpipes provide occupants and firefighters access to water connections (and sometimes hose) to reach fire in remote areas of buildings.  Standpipes are usually installed in buildings greater than 30 feet in height.  If a fire pump is present the standpipe is likely "automatic," otherwise it is probably "manual wet."  It must be determined if the standpipe is connected to a fire sprinkler system.  This information may be obtained from the inspecting contractor, original drawings, or by visually following pipes.

Tests that the City water supply is open.  Compare pressure drop to previous year’s reading.  Slow return to system pressure indicates blockage.

Note: this test is required quarterly if the system utilizes a backflow preventer (13.2.5.1) but City requires the documentation of only the annual test.

Flow Test*

Annual

Tests the rate of water flow through the system; for automatic systems, only.

Hydrostatic Test*

5 years

Tests integrity of piping; only required for manual wet systems that are not connected to a sprinkler system. 

Hose Pressure Test

5 years if new/3 years existing

 

All Valves

Annual

Fully open and close to exercise valve.  Suggest having a gasketed cap on hand when doing this test in case of a leaking valve.

Fire Alarm Systems 

Commercial fire alarm systems are required to have various inspections and testing upon initial acceptance as well as a schedule of monthly, quarterly, semi-annual, and annual.  The FPSR program targets annual inspection requirements.  Requirements are detailed in NFPA 72.  This document is found in the document center to the right.

According to the Illinois Private Alarm Act (225 ILCS 447) the annual test must be done by individuals licensed with the Illinois Department of Professional Regulation.  A contractor’s license status may be obtained at the Illinois Department of Professional Regulation website. A link is provided to the right. 
 
Testing or working on your Fire Alarm system?  Please call Dispatch at 309/342-8118 and notify them you are testing/working on your Fire Alarm.  Once the testing or work is complete, please call Dispatch back to notify them.

Sliding/Rolling Fire Doors/Curtains

Horizontal and vertical sliding and rolling fire doors must be tested annually.  Basically, this involves activating and resetting the door twice and then documenting it.  This test does not require a licensed contractor but this may be advisable due to the high liability involved in assuring the door functions in a fire, as well as the potential for injury while testing due to possible high tension springs and high door weight.
