    Joint Review Board
The Joint Review Board (JRB) is regulated by 65 ILCS 5/Article 11 Division 74.4, known as the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. The JRB consists of one representative from each of the taxing bodies that have power to levy taxes on the property within a Tax Increment Financing (TIF) District. There is also one member of the public that is appointed by other JRB members. The JRB reviews all new and certain amended TIF redevelopment plans, projects and proposed ordinances to form an opinion on compliance with the eligibility criteria and objectives of the Act. The JRB then makes a written non-binding advisory recommendation to the municipality. The JRB also reviews the Annual TIF Report that covers the status of all existing TIF's within the City limits.
