The City of Galesburg is interested in your involvement. All citizens are
encouraged to consider their personal talents and volunteer as a member
of one of our many boards or commissions. All board and commission vacancies
are filled through recommendations of the Mayor with consent of the City
Council.
Chapter 2, Article VII of the Galesburg
Municipal Code outlines the responsibiliites of the various Boards and

Board of Local Improvements
The Board of Local Improvements is primarily concerned with special assessment
projects such as street pavements, street lighting, sewers, and sidewalks.
Special assessments occur when a majority of neighborhood residents agree
to increase their own property taxes in order to finance an improvement,
which primarily benefits only them. The Board oversees requests from the
public, holds public hearings and is empowered to recommend to the City
Council projects worthy of their consideration.
Board of Zoning Appeals
Members of this Board hear appeals of determinations made by the Building
Inspector and interpret provisions of the Zoning Ordinance. The Zoning Board
of Appeals may allow zoning variances, grant conditional use permits where
careful study shows certain cases to be for the public good.

Business District Development
and Redevelopment Commission
This Commission is appointed by the Mayor with the approval of the City
Council. Members consist of the Galesburg Regional Economic Development
Council Board of Directors Executive Committee, one City Council Member,
City Manager, Director of Community Development and the Mayor. The Commission
is authorized to negotiate and purchase property on behalf of the City,
sell individual parcels of the Business District to qualified purchasers
(as determined by the Commission) who submit a written plan to develop such
parcels in accordance with the Business District Plan, market the Business
District to interested parties, to negotiate and enter into contracts for
the cash rent of available farm ground, to oversee the maintenance of property
owned by the City within the Galesburg Business District 1 and to develop
and enforce any needed restrictive covenants desired for the properties
located in the Business Park.
The Council Member shall be appointed for a one-year term with the appointment alternating among the wards. The appointment shall be made at the second Council meeting in May.

Electrical Licensing Board
The Eletrical Licensing Board consists of 5 members, the City of Galesburg
Electrical Superintendent, the Fire Prevention Officer, an electrician who
is licensed to work in the City of Galesburg, a representative from Illinois
Power Company, and a journeyman electrician who performs electrical work
within the City of Galesburg. This board shall mee upon call of the chairman,
the written request of two or more members, whenever an application is on
file for an electrical contractor's license, or whenever a meeting is desirable
and necessary for efficient discharge of the business of the board. The
board shall have the power to adopt rules for the conduct of the business
of the board and to change and amend the same from time to time, as deemed
necessary.

Emergency Telephone System Board of Knox County, Illinois (E.T.S.B.)
The City of Galesburg and Knox County, Illinois will maintain an enhanced
9-1-1 telephone system to service the emergencies requested by the citizens
within the borders of Knox County, Illinois. The communication system will
provide life-saving information funded by a monthly telephone surcharge.
The board will oversee the implementation of the system, and individual
members will act as liaisons between their respective agencies, the public
and board as a whole. Board Members of the E.T.S.B. shall be a resident
of Knox County, Illinois and consist of the following persons occupying

Fire and Police Commission
The Board of Fire and Police Commissioners assist the City by seeing to
the fair and equitable hiring and promotion of police and fire personnel.
Composed of three members, the Board conducts examinations and makes original
appointments. Eligibility lists are established from which vacancies on
the Fire and Police Departments are filled. The Board can also conduct hearings
on charges brought against officers or firefighters.

Golf Advisory Commission
The five members of the Golf Advisory Commission review and make recommendations
to the city council concerning amendments to Articl III of Chapter 18 of
the Galesburg Municipal Code (the Municipal Golf Course Ordinance), and
any other matters directly related to the operation of a municipal golf
course by the city.

Human Relations Commission
The Human Relations Commission assists the City in its efforts to fight
discriminatory practices in employment, housing, public accommodations and
financing. The Commission receives complaints alleging discrimination against
any person because of race, color, religion, gender, national origin, marital
status, Vietnam veteran status, unfavorable military discharge, ancestry,

Joint Review Board
The Joint Review Board (JRB) is regulated by 65 ILCS 5/Article
11 Division 74.4, known as the Tax Increment Allocation Redevelopment Act
of the Illinois Municipal Code. The JRB consists of one representative from
each of the taxing bodies that have power to levy taxes on the property
within a Tax Increment Financing (TIF) District. There is also one member
of the public that is appointed by other JRB members. The JRB reviews all
new and certain amended TIF redevelopment plans, projects and proposed ordinances
to form an opinion on compliance with the eligibility criteria and objectives
of the Act. The JRB then makes a written non-binding advisory recommendation
to the municipality. The JRB also reviews the Annual TIF Report that covers
the status of all existing TIF's within the City limits.

Landmark Commission
The City recognizes the importance of historical landmarks and their architectural
significance in the community. The Landmark Commission is established to
identify significant historic districts within our community. Commission
members work to identify and designate significant landmarks for preservation.
The Landmark Commission developed a special rating system to provide direction
to the City Administration concerning the maintenance and repair of brick
streets.

Library Board
Perhaps the best known public facility in the City is the public library.
The library staff works hard to promote new programs and use of the library
by the public. The nine member Board complements the efforts of the staff,
setting the direction for future objectives and programs.

Overall Code Review Commission
The Commission makes recommendations to the City Council by reviewing and
analyzing City codes, interpreting vague areas of any code and reviewing
new products and methods nor covered under the code. The Commission also
hears and approves requests for variances to the construction code requirements.

Plan Commission
The Plan Commission is charged with the responsibility of recommending changes
to the official comprehensive plan for our City. The plan takes into account
present and future development of major streets, parking, transportation,
parks, etc. The Commission reviews subdivision plats and makes recommendations
to Council on matters involving rezoning and expansion of nonconforming
uses. Currently, the Plan Commission is serving as the Zone Commission during
the re-write of several ordinances dealing with land development and zoning.

Tree Commission
The Tree Commission consists of five members and 2 ex-officio members (Public
Works Director and Arborist). The Commission advises and consult the arborist
concerning: Alterations or revisions to the Arboricultural Specifications

of trees and shrubs; Establishes programs; Develops arborist duties; Develops

Youth Commission
The Galesburg Youth Commission’s goal is to monitor youth of the community.
Two of the objectives of the panel include the provision of a public format
where youth and professionals can air needs and concerns of teens; and increasing
cooperation and communication among the assorted youth service agencies,
