Risk Management identifies and evaluates risks/hazards and implements the necessary controls to prevent the risk. The Risk Manager is responsible for overseeing the risk management programs which include worker's compensation, vehicle insurance, property insurance, and liability claims. The Risk Manager investigates liability claims made against the City and recommends or denies payment of claims.

From time to time, the City entertains requests to hold special events on city-owned property. These events require a review by the City's Risk Manager to ensure the safety of participants, spectators, and bystanders as well as the protection of city property. A Special Events Application must be filled out and returned to the Risk Manager before approval can be granted. One exception to this policy is the neighborhood block party. Block parties are covered under a separate agreement and do not require the same approvals as other special events.
A Special Events Application must be completed and submitted to the Risk Manager's office no later than 30 days prior to the event. Once the application has been received, the Risk Manager will determine if the group, agency or individual will be required to obtain a Certificate of Liability Insurance based on the type of event. If proof of insurance is not required, then the application is forwarded to the City Manager for approval.
If proof of insurance is required, however, the applicant will be notified in writing of the insurance requirement. After securing insurance, the application will be forwarded to the City Manager for approval. City Council then reviews all Special Events Applications.
If the event requires the applicant to provide proof of insurance, the following criteria apply:
- The insurance shall be a Comprehensive General Liability Insurance policy naming the City of Galesburg as an additional insured; and
- The policy shall be primary and written with a minimum of $1,000,000 combined single limit per occurence for bodily injury, personal injury and property damage. Coverage cannot be canceled or reduced without written notice submitted 30 days in advance. Any deductible or self-insurance retention must be declared and approved by the City.
A Certificate of Insurance showing coverage and a copy of the endorsement naming the City of Galesburg as additional insured must be submitted to the City Clerk's Office no later than 14 days prior to the event. The City of Galesburg reserves the right to cancel an event if proof of insurance is not received within the required time frame.
If proof of insurance is not required by the group hosting the special event, individuals are responsible for any incidents or injuries they may incur at the special event.
