An energy supplier has been soliciting Galesburg residences and small businesses door-to-door to sign contracts for the supply of energy. While the energy supplier is registered as a peddler with the city clerk's office in Galesburg, they are not a representative of the city of Galesburg or Ameren Illinois. With new laws deregulating the supply of energy, many energy providers are busy signing up customers.

A peddler is required to show a card provided by the city of Galesburg which identifies them as being registered with the city and thereby advised of the rules that regulate the time of day for solicitation activity and the expected conduct of its employees while soliciting within the city limits. Peddlers may only solicit between the hours of  9 a.m. and 7 p.m. and must obey any posted sign that prohibits such activity. In addition, peddlers must respect the wishes of the occupant if directed to leave.

An energy supplier has 12 registered individuals working in Galesburg as solicitors. Some complaints have been received about the conduct of its employees. The complaints include charges of misrepresentation, soliciting outside the approved hours and allegations of refusing to leave when instructed.

Galesburg residents will have an opportunity to learn more about the deregulation of energy and the choices they have with regard to who will provide the energy they use at an informational meeting to be held Monday, October 15, 2012 at 5:30 p.m. at City Hall. The city has placed a question on the November 6, 2012 ballot which asks the question, "Shall the city of Galesburg have the authority to arrange for the supply of electricity for its residential and small commercial retail customers who have not opted out of such program?" If residents approve this referendum, they will have the opportunity to join with other users to reduce their electricity costs. Municipalities can aggregate the electric load of their residential and qualifying small businesses into one, larger load and then solicit bids for electricity supply and related services for this larger group. These bids will reflect the electricity portion only and Ameren will continue to deliver the electricity across existing poles and wires.

For more information about energy aggregation, go to the city's website at www.ci.galesburg.il.us.

Anyone having concerns about solicitors are urged to contact the Galesburg Police Department at 309/343-4181.
