Request for special meeting does not meet required conditions

A citizen request for a special meeting of the City Council was not allowed due to not meeting required conditions. However, the item in question will be placed on the June 4, 2012 City Council meeting.
 
A citizen requesting a special meeting for consideration and passage of a resolution to reverse Citizens United v Federal Election Commission obtained the signatures of four councilmembers who, by signing, agreed to hold a special meeting. Later, one of the councilmembers requested his name and signature be withdrawn.
 
The Municipal Code allows for a special meeting to be called by the Mayor or when three councilmembers serve a written notice to all other councilmembers. Further, the Open Meetings Act requires that a call for a special meeting identify the time, place and purpose of the meeting.
 
As the request did not meet the conditions outlined by Municipal Code or the Open Meetings Act, no special meeting to discuss passage of a resolution to reverse Citizens United v Federal Election Commission will take place. Mayor Garza decided, and city administration concurred, to have the item placed for consideration on the next regularly scheduled City Council meeting, June 4, 2012.
