5 x 5 Housing Program Update

In 2019, the City of Galesburg initiated the 5 x 5 Housing Plan, which is a comprehensive approach to address the blighted housing conditions in Galesburg. It is proposed to work on more than 500 homes over a five year period from 2019 to 2023. The program strategy includes enforcing property maintenance codes, providing timely rental and housing inspections, assisting low to moderate income homeowners to make emergency repairs, utilizing grant funding to rehabilitate homes to make them code compliant, demolishing a backlog of structurally deficient homes, providing incentives to develop housing on vacant lots where infill housing is needed, and providing a new housing infrastructure grant to encourage construction of new single-family homes. 
Over the five year period, it is proposed to expend over $10 million to address the blighted housing conditions in Galesburg. This expenditure is approximately 84% grant-funded and 16% city-funded and fulfills the need for investment in housing infrastructure, which was one of the key issues identified in the recent comprehensive plan.  
The City has released an update on the 5 x 5 housing program and is currently accepting applications for housing rehabilitation grants for low to moderate-income homes.  Owner-occupied or rental homes are eligible.  Applications are available on the City's website, at Galesburg City Hall or Knox County Health Department.
