Assistance Available for Utility Bills and Household Necessities

Expanded assistance is available for families across the state of Illinois for household necessities. Building on the State’s Low-Income Home Energy Assistance Program (LIHEAP) and the Community Services Block Grant (CSBG) program, the State’s Fiscal Year 2021 (FY 21) budget authorizes an expansion of the LIHEAP and CSBG programs for eligible Illinoisans seeking emergency assistance to cover costs of utility bills, rent, temporary shelter, food, and other household necessities.   
More information on the program can be found on the Illinois DCEO website, as well as the flyer below. Households at or below 200% of the federal poverty level may qualify for assistance, and an online pre-application form makes the process fast and easy.

Assistance with water bills would fall under the CSBG Program, and is administered by WIRC. They can be reached at 309-837-2997, Monday - Friday, 8:00 a.m. - 4:30 p.m.
