The City of Galesburg's Housing Repair Assistance Program is for single-family residences (owner- or tenant-occupied) and provides financial assistance in the form of a grant of up to $5,000 to qualifying low-to-moderate income homes within the corporate limits of the City of Galesburg. Thanks to support from CBI Bank & Trust through the Galesburg Community Foundation, supplemental funding will be available until funds are exhausted. All funding decisions are to be made by the City of Galesburg
Examples of eligible repairs include improvements to a building's accessibility, installation of smoke or carbon monoxide alarms, and repairs to siding, windows, electrical, plumbing, or minor roof repairs. A list of eligible and ineligible costs can be found in the FAQs section below.
In order to qualify for the program, the household income must be under 80% of the area median income, as established by the US Department of Housing and Urban Development. Please review the FAQs below, which include a complete list of program qualifications, as well as a chart that provides the specific income thresholds by household size for qualification.
If selected as a grant recipient, payment from the city will not take place until all the work is complete and all required inspections have been done. All applications will be reviewed by the Community Development Department to assure they meet the program guidelines. Funded projects are subject to the availability of funds, and there is a maximum of $5,000 of assistance per applicant.

FAQs
- A new ramp or sidewalk to remedy barriers that restrict mobility and accessibility.
- Demolition of unsafe accessory garages and storage sheds less than 1,000 square feet on a slab.
- Repair of unsafe exterior porches, decks, and steps.
- Replacement of the main exterior door facing a public way.
- Minor roof repairs when a five-year leak-free warranty is available from an Illinois licensed roofing company.
- Repair or replacement of gutters and/or downspouts.
- Replacement of HVAC equipment over 15 years old that cannot be repaired to a condition having a life expectancy of at least five years.
- Repair unsafe electrical issues or deficiencies.
- Plumbing repairs and/or replacement necessary to bring the system into a safe, sanitary and functional condition free of obstructions, leaks, and defects and in accordance with the current Illinois State Plumbing law.
- Installation of smoke alarms and carbon monoxide detectors per adopted building codes and state laws.
- Pest and vermin extermination when carried out by a pest management professional. This would include bedbugs, termites, rodents, and other types of infestations.
- Repair or replacement of windows and/or siding that are visible from a public way.

- Applicants must meet income guidelines and be single family, owner-occupied homes.
- Pick up an application at City Hall in the Community Development Department.
- Contact the code compliance supervisor to verify your repair project is eligible for the program.
- Obtain all the items needed to qualify including two estimates from licensed contractors.
- Fill out the application in full and sign it. Your signature must be notarized.
- Call the code compliance supervisor to set up an intake appointment. Attend appointment.
- Fully completed and verified applications will be reviewed by a committee.
- Homeowner will be notified of project approval. No work can be started before that time.
- Funds are available first come first served basis on fully completed applications with all the required documentation.
- PROOF OF HOME OWNERSHIP – Deed.
- PROOF OF INCOME FOR ALL MEMBERS OF THE HOUSEHOLD 18 OR OLDER – This includes all income sources including pension, paychecks, disability income, social security, TANF, interest, tips, unemployment benefits, etc. If filed, please provide most recent tax return.
- CHECKING, SAVINGS, INVESTMENT & 401K ACCOUNT STATEMENTS SHOWING BALANCES. There is an upward limit of available money (liquid assets) of $5000. Persons aged 62 or older or those with a disability are allowed up to $10,000 in available money (liquid assets).
- PROVIDE TWO BIDS FROM LICENSED CONTRACTORS (One each from two different contractors.)
- PHOTO ID or DRIVER’S LICENSE
- PHOTOS OF NEEDED HOME REPAIR
- NO OUTSTANDING UTILITY BILLS, FEES, or LIENS WITH THE CITY of GALESBURG
- Non-elderly, non-disabled applicants must not have liquid assets in excess of $5,000.
- Elderly (age 62 or older) or persons with disabilities (head of household) must not have liquid assets in excess of $10,000.
- The total household adjusted gross income must fall within the income listed below.
- The homeowner must also provide 5% of the funding for the project (5% of $5,000 is $250). The homeowner is responsible for all costs over $5,000.
