Illinois DCEO Help Eliminate Lead Program - Public Meeting Notice

The City of Galesburg will hold a public hearing on Wednesday September 27th, 2017 at 6:30 p.m. at the Galesburg City Hall, Council Chambers, 55 W. Tompkins, Galesburg, IL to provide interested parties an opportunity to express their views on the proposed federally funded Community Development Block Grant (CDBG) project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact City Hall at 309/345-3619 no later than September 22, 2017. Every effort will be made to make reasonable accommodations for these persons.
On or about October 13, 2017, the City of Galesburg intends to apply to the Illinois Department of Commerce and Economic Opportunity for a Help Eliminate Lead Program (HELP) grant from the State CDBG program. This program is funded by Title 1 of the federal Housing and Community Development Act of 1974, as amended. These funds are to be used to provide a comprehensive lead hazard control project services to low-income families, who occupy substandard, pre-1978 single-family, owner-occupied residences in Galesburg, Illinois, that contain lead hazards. The program will target vulnerable populations, such as children under the age of six and pregnant women.      
The total amount of CDBG funds to be requested is a maximum of $500,000. The amount of CDBG funds proposed to be used for activities that will benefit low-to-moderate income persons is $500,000. The City of Galesburg will operate the program with 100% CDBG funds. 
Information related to this project will be available for review prior to the public hearing as of September 15th, 2017, at the Western IL. Regional Council office, 223 South Randolph, Macomb, IL 61455 between the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. Written comments should be submitted to Kevin Wiehardt, WIRC, 223 South Randolph Street, Macomb, IL no later than September 22nd, 2017 in order to ensure placement of such comments in the official record of the public hearing proceedings. 
A plan to minimize displacement and provide assistance to those displaced has been prepared by the WIRC on behalf of the City of Galesburg and is also available to the public. This project may result in temporary displacement of persons participating in the program, while lead hazard work is being conducted.
