Lead Service Line Replacement Application

The City of Galesburg anticipates receiving a $4 million forgivable loan from the Illinois Environmental Protection Agency (IEPA) to replace privately owned lead water service lines. ​The City of Galesburg is currently accepting applications ​to be considered high priority ​for lead service line replacement. The purpose of this application is to determine if a home should be considered a high priority for lead service line replacement. The requirements to be considered for high priority are: 
  1. Y​ou must be the occupant of the home​,​ ​AND
  2. Y​ou must fall under the HUD ​income ​guidelines of a low to moderate income household​,​ AND
  3. Y​ou must have children ages six and under living at the property. 
The households that fall within these parameters will receive first priority for replacement of lead service lines using the $4 million forgivable loan from the IEPA.​ ​The application is located on the City's website by selecting Documents and Forms under the Quicklinks tab. If you do not see the document listed, simply search for the document as Lead Service Line Replacement Application. ​Applications are also available at City Hall in the Public Works Department. To receive consideration, applications should be submitted to the Public Works Department by December 20, 2016. 
The City anticipates being able to begin replacing some lead service lines in April or May of 2017 with the grant funds. It is estimated that it will take approximately 18 months to utilize the entire $4 million loan for water service line replacements and approximately 1,500 to 2,000 service lines will be able to be replaced.
