Pedestrian crosswalk signs installed on South Street

New traffic signs have been installed along South Street near the Knox College campus to increase safety for pedestrians crossing South Street. The signs, approved by the Federal Manual of Uniform Traffic Control Devices (MUTCD), are used at unsignalized pedestrian crosswalks and remind motorists that they must stop when a pedestrian is in a crosswalk. If there are no pedestrians in the crosswalk, then traffic is not required to stop. The signs are part of a joint effort between the city of Galesburg and Knox College to improve pedestrian safety through the use of engineering countermeasures, education, and proactive enforcement.

To better understand the new signs and what to do as a motorist or as a pedestrian remember these rules:
  1. A crosswalk is defined as any intersection, or a portion of a roadway that has been distinctly indicated for pedestrian crossing by lines or other markings.
  2. When there are no traffic control signals, motorists must stop and yield the right-of-way to a pedestrian in a crosswalk. The Illinois Compiled Statutes (ILCS) state the vehicle must stop when the pedestrian is in the half of the roadway in which the vehicle is traveling or when the pedestrian is close enough to be in danger.
  3. Pedestrians must exercise care by not quickly entering the crosswalk or running into the path of a moving vehicle.
  4. If a pedestrian chooses to cross at a place other than an intersection or designated crosswalk, the ILCS maintains pedestrians must yield the right-of-way to vehicles. And, further, if there are traffic control signals in operation, then a pedestrian may only cross at a marked crosswalk.
  5. The only time crossing a roadway in a diagonal manner is allowable is when it is authorized by official traffic control devices
  6. Where there is no marked crosswalk, pedestrians with disabilities may cross a roadway at any point where accessible to them but they shall yield the right-of-way to all vehicles.
