Public Hearing for Proposed Lead Water Service Replacement Project

The City of Galesburg will hold a public hearing on Tuesday, January 17, 2017 at 6:00 p.m. in the Council Chambers at City Hall, 55 West Tompkins Street, to provide an opportunity for public input regarding the proposed lead water service line replacement project. The project entails the City receiving a forgivable loan from the Illinois Environmental Protection Agency (IEPA) to replace privately owned lead water service lines. The hearing will include a presentation of the planning, design and evaluation of the project. 
The proposed project came in response to the City finding elevated levels of lead in drinking water in some homes and buildings in 2015, which exceeded the lead action level by a narrow margin. The City water does not have any lead in it at the source, in the treatment plant, in the mains, or anywhere else in the publicly owned portion of the system. However, privately owned lead water service lines running from the main to individual buildings, as well as lead piping and fixtures within those buildings, may contain lead and the water can pick up lead when sitting in those pipes/fixtures for a length of time. The City has taken steps to correct the lead level, and is in compliance with current IEPA drinking water standards. This project is the next step in further resolving the issue.
According to information submitted to the IEPA by the City, there are currently approximately 60 homes within the City that contain children whose blood levels have been tested and have been found to contain higher than acceptable levels of lead. Additionally, there are approximately 80 homes, which have tap water that has tested positive for lead at higher levels than is allowed by the EPA. The City of Galesburg intends to replace these approximately 140 lead water service lines, as well as another approximately 1,800 more within the community. The proposed project will reduce the amount of lead found in the tap water of the identified homes and keep the City in compliance with IEPA drinking water standards. 
Detailed information on the project and the IEPA’s Preliminary Environmental Impacts Determination documents will be available for public inspection at City Hall. Persons and/or organizations wishing to make a statement on the proposed project will be asked to identify themselves and their respective interest at the public hearing. Written statements regarding the subject of the public hearing will be accepted until ten (10) days after the hearing and should be addressed to the IEPA, as indicated in the Preliminary  Environmental Impacts Determination document.
